  12.              STATEMENT OF THE COMMUNICATIONS DIRECTOR

  15.      President Clinton designated Mayor Ray Flynn as Ambassador 
  16. to the Holy See because he has the highest respect for the 
  17. Mayor's ability as a powerful advocate on issues of conscience 
  18. and social and economic justice throughout the world.  The 
  19. President has enormous admiration for Mayor Flynn's abilities and 
  20. has the highest confidence that he will be a powerful and 
  21. persuasive proponent of America's commitment to human rights and 
  22. human dignity.

  24.      The international community is rallying to address famine in 
  25. Africa, the ravages of war in the Balkans, and the scourge of 
  26. poverty and AIDs and enduring abuses of human rights throughout 
  27. the world.  The Vatican, with its moral authority and its network 
  28. of humanitarian organizations, is a crucial player in 
  29. international efforts for peace and justice.  The U.S. Ambassador 
  30. to the Holy See has an important role to play.

  32.      The President has made the promotion of human rights and 
  33. human dignity a cornerstone of our foreign policy.  The President 
  34. fully expects Ray Flynn to bring the ingenuity and vigor and 
  35. determination he has brought to the crusade against hunger and 
  36. poverty in the United States to his mission to the Vatican.

  38.      President Clinton has designated a close friend and a 
  39. national figure in social justice as Ambassador to the Holy See 
  40. to signal America's commitment to work closely with the Vatican 
  41. and with others around the world to these issues.
